FORMS OF CHAPTER
INTRODUCTION / OVERVIEW
Below three model by laws are the three forms of chapters of NCEA. It contains an overview and a specific pattern for setting up the chapter. It also keeps you group from having to individual work through number of processes where others have counterfeited the way.
Before starting the process, you need to connect with the NCEA’s Chair for Chapters. Truly, the NCEA National Office wants to associate with you and assist in this process as much as you need.

NCEA Strategic Plan for Chapter Development & Support
The following sections describe the vision and goals that NCEA Senior Vice President for Chapters has established to develop new chapters and provide support to existing chapters. Specific actions that describe plan and views execution are included.
VISION
To be the focal point for distance learning professionals across different parts of the country.
GOALS
1) Help active chapters transition to independent non-profit Distance Learning Associations (DLAs)
2) Promote national & chapter membership growth
3) Establish active chapters in all states and territories
4) Expand & clarify role of Vice President for Chapters
PLAN EXECUTION
- Establish status of all actual and supposed chapters
- Change bylaws to clarify & modify rules for affiliation
- Determine & advertise benefits of affiliation with NCEA
- Update chapter handbook (using Info Mapping)
- Restructure chapter president’s meeting to reflect more of a business meeting format, and add special topics to address specific
issues of concern to chapter presidents - Meet with chapter presidents each month to support & inform
- Develop monthly support meeting for chapter founders each month
- For states without chapter, obtain list of local members and search Web for institution or company involved in Distance Learning and
encourage founding of chapter - Change bylaws to provide a discount to chapter members for membership in national
- Pass on all national member names to chapters
- Use chapter rosters to encourage national membership
- Conduct information meeting on membership growth & retention
- Encourage chapters to participate in the National Policy Forum, award judging, & in submitting articles for publication
- Advertise chapter special events on NCEA Web site
- Advertise chapter special events each meeting
- Encourage inter-chapter communication and support
- Conduct information meeting on non-profit filing procedures
- Draft sample documents for each chapter
- Change bylaws for election of Sr. Vice President for Chapters
- Establish “Administrative Office of the Vice President”
