VIGILANCE INSPECTOR

INTRODUCTION / OVERVIEW

The Chief Vigilance Officers are extended hands of the Central Vigilance Commission (CVC). The Chief Vigilance Officers (CVO) are
considerably higher-level officers who are appointed in each and every Department/Organisation to assist the Head of the
Department/Organisation in all vigilance matters. The Chief Vigilance Officers constitute an important link between the
organizations concerned and the Central Vigilance Commission.

The Vigilance Inspector role within the accreditation process is important. NCEA Inspectors are valued and recognized for the
contributions they make to the peer review process. Evaluators are classified as either member or public. Those affiliated with an
NCEA-accredited institution are referred to as member inspectors and those not affiliated with an NCEA-accredited institution are
referred to as public vigilance inspectors.
In addition to program specialists, team visits may include evaluators with expertise in student relations, educational activities, or
distance education.

CRITERIA FOR BECOMING VIGILANCE INSPECTOR

Five years of experience and education in a speciality area or expertise ? In addition, the following requirements must be met: Distance education expertise requires experience in the management, instructing and curriculum development of distance education programs.
Member evaluators must have experience in at least two areas of operation including instruction, admissions, financial aid, placement, and
administration.
Educational activities expertise requires five years’ experience at an administrative level and experience reviewing credentials of faculty assigned to teach general education courses.
Student relations expertise requires experience calculating satisfactory academic progress and familiarity with the Annual Institutional Report.

Here are some major points to be Vigilance Officer?

  1.  The officers should be holding senior level posts.
  2. The officers should have completed the requisite ‘cooling off’ period in their parent cadre before they are recommended for a second
    central deputation.
  3.  Such of the officers, who were sponsored earlier for the post of CVOs/Executive Director (Vig) but not found suitable should not be
    sponsored again.
  4.  The officers sponsored for the post of CVO in the PSUs would not be allowed to withdraw their candidature subsequently and it will
    be the responsibility of the respective cadre controlling authorities to ensure the release of the officers in the event of their
    selection.
  5. If an officer does not join within the prescribed time, his appointment would be treated as cancelled and the officer concerned would stand
    debarred from Central deputation for a period of five years from the date of issuing orders of his/her appointment. Further, the officer
    would also be debarred from being considered for any foreign training as also from being given cadre clearance for being deputed on
    foreign assignments/ consultancies abroad during the period of debarment.
  6.  The officers debarred for central deputation should not be sponsored for consideration for the post of CVOs till they complete their
    debarment period/become eligible for consideration.

PERFORMANCE REVIEW

In order to continually improve the quality of the accreditation process, evaluators will need to comment briefly on the visit procedu res used for each particular site visit and on the performance of other team members and the NCEA staff representative.


NCEA uses the following instruments to monitor the evaluation process:

These remarks will be held in confidence, although some of the remarks may be consolidated into one document for use during annual staff
and evaluator performance reviews.

AREAS OF NEED

NCEA is seeking qualified individuals who will serve and counselled as Vigilance inspector of programs in the areas listed below. Evaluators must possess five years’ experience in their arena of expertise.
